About Lower Village Survey Company

Lower Village Survey Company was formed by Leon L. Blood and Deborah L. Briggs in July of 2002. Our office is located in the Lower Village of Kennebunk, just across the river from Kennebunkport’s Dock Square, and conveniently located near other businesses and professionals that we have developed working relationships with for over 20 years.  We hope you’ll take a moment to learn more about our staff:

Leon began his career with Great Northern Paper Company in Millinocket, Maine in 1974, and worked as a forester for 14 years, where he attained licensure as a Professional Forester (Maine PJ.F. #460) in 1979. In 1987, he changed careers and began working as a land surveyor trainee. Leon became a licensed Land Surveyor in Training (LSIT) in 1989 and, after obtaining the required years of experience and passing the P.L.S. exam, became licensed as a Professional Land Surveyor (Maine P.L.S. #2133) in 1993.  From 1994 until the start up of Lower Village Survey Company in 2002, Leon was a partner in another surveying firm in Kennebunkport.

Following a career as a paralegal, Deb Briggs began working in the land surveying industry over 37 years ago, starting with a position as a research specialist at a surveying and engineering firm where she became a licensed Land Surveyor in Training (LSIT) in 1990. 

Prior to the start up of Lower Village Survey Company in 2002, Deb worked as an independent contractor for several surveying businesses performing deed research, then as an employee assisting Leon Blood with boundary surveys at his previous firm, leading to licensure as a Professional Land Surveyor (Maine P.L.S. #2374) in 2005. 

At Lower Village Survey Company, she manages the business, continues to perform deed research and analysis for boundary surveys, supervises staff members, manages projects, reviews and certifies all deliverables, and assists with field work as needed.

Wayne Kimball has been a Draftsman and Survey Technician with Lower Village Survey Company since 2004. He has formal training in AutoCad and many years of experience in technical fields, forming a strong foundation for drafting plans that are high quality, complex and detailed, yet easy to read and understand (a work of art in most cases). In addition to plan drafting and field work, Wayne assists with office management, project estimating and management, and communications.  Having been a member of our team for 20 years and a lifetime resident of the area, Wayne communicates very effectively with clients, their contractors, and other project professionals, utilizing his knowledge of our processes and familiarity with the local culture and people.

Jake joined Lower Village Survey Company in 2017 as a survey technician after working for other surveyors and as an onsite GPS technician for large contracting firms.  His academic background as a student of the University of Maine Survey and Engineering Technology degree program has proven to be a valuable asset in utilizing our GPS and robotic equipment and its data collector software to produce the most accurate results in the most efficient manner.  In addition to energetically tackling the demanding role of primary field surveyor, Jake also processes field data, drafts plans, and maintains communications with clients and their contractors on the scheduling of site work for construction projects and the details of their survey requirements.
