About Us

 

Leon L. Blood, Professional Land Surveyor (Maine P.L.S. #2133), and Professional Forester (Maine P.F. #460), began his career with Great Northern Paper Company in Millinocket, Maine, in 1974, and worked as a forester for 14 years where he attained licensure as a Professional Forester in 1979. In 1987, he changed careers and began working as a land surveyor trainee. He became a licensed Land Surveyor in Training (LSIT) in 1989 and, after obtaining the required years of experience and passing the P.L.S. exam, became licensed as a Professional Land Surveyor (P.L.S.) in 1993.  From 1994 until the start up of Lower Village Survey Company in 2002, Leon was a partner in another surveying firm in Kennebunkport which included on its staff Deborah Briggs and Eric Martin.


At Lower Village Survey Company, Leon performs wetland delineations, supervises the staff during the course of many types of surveys, and assists with field work as needed.  The majority of the projects Leon works on involve regulations surrounding construction on, or development of, parcels of land in Kennebunk and Kennebunkport.  Leon has been in the land surveying business for a total of 22 years and has worked with many local architects, engineers, land consultants, code enforcement officers, and town planners in developing subdivisions as well as individual building projects. In recent years, a large part of his projects have been focused on environmental issues that affect land owners in the Kennebunkport and Kennebunk areas.

 

Deborah L. Briggs, Professional Land Surveyor (Maine P.L.S. #2374), began working with land surveyors in 1987, performing deed research for large and complex projects.  Having worked in law firms as a paralegal for several years prior, she was experienced in research and legal issues surrounding land transactions and ownership. She found the variety of knowledge and skills required of land surveyors to be more interesting and became a licensed Land Surveyor In Training (LSIT) in 1990.

 

Prior to the start up of Lower Village Survey Company in 2002, she worked as an independent contractor for several surveying companies and later as an employee with Leon Blood performing deed research and assisting with boundary surveys. After obtaining the required years of experience and passing the P.L.S. exam, Deborah became licensed as a Professional Land Surveyor (P.L.S.) in 2005. At Lower Village Survey Company, she continues to perform the deed research and analysis for boundary surveys, supervises the staff members performing the field work, data processing, and drafting, and assists with field work as needed.

 

Deborah has been involved in the land surveying business for 21 years, specializing in boundary surveying projects ranging from small and simple projects to large multi-phased projects involving extensive deed and records research and project management from start to finish.

 

Wayne Kimball, Draftsman and Survey Technician, has been employed with Lower Village Survey Company since 2004. He has formal training in AutoCad and many years of experience in technical fields as well as natural creative talents in photography, forming a strong foundation for drafting plans that are high quality, complex and detailed, yet easy to read and understand (a work of art in most cases). Wayne also communicates very effectively with clients frequently resulting in more favorable client satisfaction with the working and final drawings.

 

Eric Martin, Survey Technician, has been employed with Lower Village Survey Company since its inception in 2002 and had worked previously with Leon Blood and Deborah Briggs at another surveying firm. He possesses a civil engineering degree and in the last few years has completed several courses to become more knowledgeable about GIS systems and proficient in surveying with GPS equipment. Eric is our technology person, keeping our computer systems and databases working efficiently.  He enjoys data analysis and management and is continuously working to improve efficiency in both the field and office systems. Eric is a great asset to our company because of his vast technical knowledge and skills which are essential in the land surveying industry of today.

 

Tom Miles, Survey Technician, has been employed with Lower Village Survey Company since 2006. He possesses a degree in wildlife biology which has been an asset in identifying vernal pools and assisting in delineating wetlands. Tom has proven to be a fast and eager learner and has been an excellent team member, both in the field and in the office where he performs tasks ranging from data processing and drafting to scanning and archiving records and drawings.
